Reduce the number of bots on RS1 Server (209.222.20.116:7780)

Reduce the number of bots from 59 to 30 to make the gameplay more enjoyable. It certainly isn't fun getting aimbotted out of nowhere from god knows where. The server would also fill more quickly when people see player to bot ratio is low instead of ultra high.
