Do like I did, buy everything 2nd hand. I got my fairly good rig for a grand total of old pieces (HD, monitor, cd-rw, dvd-rw, soundcard, speakers, mouse & keyboard) + about 400€ of new stuff. And WiC works on medium settings without any lag :D
Examples: Radeon x1600 Pro = 60€, 400W silent power = 35€.

But then again this is Finland, where everyone is a nice person :) Or perhaps 2nd hand is too much like communism

Seriously though, start by selecting a processor & MoBo, then RAM & gfx card, then the rest. Apparently www.newegg.com (or some such) has 2nd hand, or atleast cheap, stuff?

ive got an ATI x700 and its never given me problems with anything. my friend x800 or x850 or something is slightly better. agp or pci-e, im not sure which way to go these days.

PCI-E definately, AGP is 90's technology (or, IIRC, even later than that). PCI-E is the only way to go if you want ANY upgradability.

I'm sure you can get an x1800 pro even for about 50$ these days, as I bought mine... back in the SEA-theater.
